Head of Delivery & Portfolio Management

Irembo Ltd is seeking a senior leader to design, govern, and scale an enterprise-wide delivery and portfolio management system. The role focuses on building and owning the delivery governance framework and leading a standalone Project Management Office. Reporting directly to the Chief Operating Officer, the position has cross-functional authority across Product, Engineering, Business Development, and Operations. The role is strategic in nature and does not involve day-to-day project management, but instead ensures predictable, efficient, and high-quality delivery of large-scale digital platforms that support public services.

• Design, own, and continuously improve the enterprise delivery governance framework Lead portfolio-level prioritization, resource allocation, and capacity planning Align cross-functional teams on scope, timelines, and ownership Act as the final escalation point for delivery risks and bottlenecks Monitor delivery performance and drive continuous improvement and scalability

• Strong strategic and systems-thinking capability combined with disciplined execution Ability to design and enforce delivery frameworks and governance models Proven leadership in enterprise-scale delivery or portfolio management Strong stakeholder management and cross-functional coordination skills Excellent written and verbal communication skills

• 8 to 10+ years in project, program, or delivery management At least 5 years in a senior leadership role managing enterprise delivery or portfolios Experience in technology-driven or complex delivery environments such as software, fintech, telecom, or systems integration

• Professional certifications in project or portfolio management Experience working with government or regulated digital services Background in scaling delivery organizations or leading change initiatives Exposure to product strategy or commercial operations
